(220KB MS Word document) National Third Sector Survey resultsHeadline findings of the National Third Sector Survey are now available. There are 15 separate reports for the South West (one per LA area) which have today been circulated to Local Authority Chief Executives by Government Office for the South West, and to the local VCS consortia leads by South West Forum. Regional Third Sector Futures GroupOn 14th January, the Regional Third Sector Policy group accepted South West Forum's proposal to broaden its membership and change its focus. The group will change its name to the regional Third Sector Futures Group. SWF and Black South West Network will provide a small amount of secretariat support for the group which will meet three times a year. The Group will be a place to share thinking, spark ideas, and look ahead to changes affecting the third sector. It will not have any formal executive or advisory responsibilities and will never act as a "corporate entity". Some or all of its members however might agree to take some common action but this would not be branded as action by the Group itself. Actions might also be referred to other relevant regional bodies such as the Regional Compact group. South West Stakeholders to get new constitution and expand its membershipSouth West Stakeholders (SWSs) was established on 10th July 2009 as the successors to the Social, Economic and Environmental Partners (SEEPs) Group of the former South West Regional Assembly. It was agreed that the membership should initially consist of those organisations which belonged to the former SEEPs Group, together with representatives of each of the seven equality networks supported by Equality South West, representatives of Local Strategic Partnerships and Strategic Economic Partnerships in the South West. It was also agreed that other organisations which met the criteria for membership of SWSs would be considered for membership and since then both Regional Infrastructure for Social Enterprise and National House Builders' Federation have been accepted as new members. SWSs Executive has set up a small sub group to bring forward proposals for the incorporation of SWSs as a legal entity. On 10th December a draft constitution for SWSs was presented for consideration at the full SWSs executive. The draft proposes, that each member organisation should from the time of adoption of the new articles of association, only exercise one vote at general meetings of either the full conference or the constituent groups (economic, social, environmental and other). Within the SEEPs South West Forum had four voting members and was expected to represent the whole VCS in the region. The opportunity now exists for other VCS networks in the region which meet the criteria for membership to apply to join SWSs and increase the influence of the sector. There will be an annual subscription of £100 for each organisation. For further details please contact roger@southwestforum.org.uk. Community Crunch in the South WestThe impact of the economic downturn on voluntary and community organisations in the South West Last year SWF carried out a funding survey, the results of which are reported in ‘Contract Cuts and Closures’ (250KB PDF) and which was sent to all SW local authority chief executives. Following this, and in response to the changes in the economy, we have written another report, Community Crunch (180KB PDF), detailing the likely impact on voluntary and community organisations of the economic downturn. This has been sent to all South West Members of Parliament. Peter's thoughts and comments on the event are available in his blog at www.big-thinking.org.uk/blogs.aspx (you'll need to browse until you find the entry for 16th January). Peter describes the South West as "...a region that submits consistently high quality proposals to many Big Lottery Fund programmes. Our head of Region likes to joke that the South West has an image problem - everyone thinks everything there is great. The facts are somewhat different with entrenched, inter-generational worklessness and low aspiration blighting parts of Cornwall in particular and many challenges that flow from a growing number of increasingly old people isolated from one another and from essential local services." Regional Response South West Forum will be responding to Big Lottery Fund’s consultation but before we do we need your feedback. We have prepared a short consultation document in which we have separated out four key issues from the consultation and are seeking your views on these issues in particular (questions 1-4) as well as two further issues which we feel, while not in the consultation document, BIG should be considering (questions 5 and 6). Responses and feedback to Roger Haworth (roger@southwestforum.org.uk, 01392 823758) Voluntary ValueSouth West Forum's ‘Voluntary Value’ project is now getting underway. The project aims to facilitate better communication and collaboration between regional policy makers and those voluntary and community (VCOs) working at the frontline of skills, employment and worklessness delivery. The project will work throughout the South West region, except in Cornwall which has a distinct ESF delivery structure. New regional policy developments, support and advice will be filtered down to the local level via the project; simultaneously, the project will monitor the emerging trends that local VCOs are dealing with, and will feed these into the appropriate regional policy-making fora. The project is jointly funded by the European Social Fund (ESF) and South West Regional Development Agency, and is due to run until June 2011. Partnership Agreements The Voluntary Value project will be implemented through working with partner organisations representing each of the eleven sub-regions in the South West (excluding Cornwall). Some funding will be available for each sub-regional partnership and funding criteria and application information will be available in early February with a deadline for applications of 24th February 2009. While "sincerely apologising for any negative impact.." she is convinced that transferring funding to the Hardship Fund to support front line recession services was "the right course of action". Ms Smith says it was "an incredibly difficult decision taken in extra-ordinary circumstances and I remain deeply committed to supporting the third sector, supporting campaigning and supporting the Compact." She does however say she would be "delighted to consider an invitation [to attend] any appropriate event in the South West" and we will again be taking her up on this offer. (We did invite Angela Smith to speak at our 2009 Annual Conference.) Advance WarningJust to let you know that we are planning to send a South West Voluntary and Community Sector "Manifesto" to all MPs and prospective parliamentary candidates in the region - probably in February. This short sharp document will set out up to 20 key actions we want a new government to pursue. This "manifesto" is still being drafted so if you would like to see and comment on the current version or need more information please contact roger@southwestforum.org.uk. Please feel free to include the "manifesto" in any material you send to candidates in the run up to the general election - we think it will do no harm if recipients receive more than one copy and from different sources. Workforce Development updateRegional Skills Conference A regional skills event is planned for 30th April in Taunton. The event will introduce the new skills body for the third sector to local and regional voluntary and community organisations and facilitate discussion about its remit and work plans. The event will also showcase solutions to developing the workforce of VCOs in the region. Speakers placed a spotlight on the relationship between ESF providers and sub-contractors, and the changes required to improve the role and conditions of those voluntary and community organisations (VCOs) involved in ESF delivery. A strong message was delivered on the potential for voluntary sector consortia to bid for ESF contracts. South West European Social Fund (ESF) Awards 2010Celebrating Success and Personal Achievement Do you know of someone who deserves a nomination for an ESF Award for one of the categories below?
New Compact publishedThe refreshed national Compact signed by Gordon Brown on behalf of the Government and Simon Blake on behalf of the "Third Sector" was published on 16th December following a period of consultation on a draft document which ran from 20th July to 12th October. The refreshed Compact comes as two separate documents; An introduction to the Compact which deals with: what the Compact is, who does the Compact apply to, guidance for implementation and resolving differences; and The Compact which deals with policy development, allocating resources and advancing equality. South West Regional Compact Partners responded to the consultation. Our key points being: We suggested: The Compact to apply to all public bodies. The refreshed Compact states: The Compact is applicable only to Government Departments, Government Offices of the Regions, Executive Agencies and Non-departmental Public Bodies. We suggested: That regional and local Compacts are bound to respect and may not negotiate away key commitments contained in the national Compact. The refreshed Compact states: Local Compacts should be built on the principles of the national Compact, and they will often share key commitments. We suggested: That it was inappropriate for transgendered people to be included in the draft section on organisations working with lesbian, gay and bisexual people and that there should be a separate section for transgendered people. The refreshed Compact states: Nothing. The section in the draft on how the third sector works with diverse groups has been omitted. We suggested: That it should be a requirement that public bodies ensure effective representation of equalities groups on all local, regional and national strategic partnership boards which make decisions that affect them. The refreshed Compact states: The government undertakes to enable infrastructure organisations representing people with protected characteristics to participate in policy development, consultation or other activities, by supporting them appropriately. "Third Sector organisations will have an increasingly important role to play in meeting some of the expected increase in demand for self care support.... Contracts should not inappropriately replace grant funding. The National Audit Office decision support tool (www.nao.org.uk/guidance__good_practice/toolkits/better_funding.aspx) should be used to determine the basis of funding." [extract from guidance] The guidance particularly highlights the value of the work of smaller community organisations in working with people with long-term conditions and gives examples of how funding rather than contracting has worked well in practice. Fee £10 hr (56 hours a month – 8 days) There is additional money in the budget for administration costs such as postage, telephone, travel (from within the region) and subsistence. We estimate that this role will take 8 days a month. However, this contract is task driven and therefore it is for the person / organisation appointed to use the available resources to deliver the job as effectively as possible. We do expect that someone will be available to respond to enquiries at least three times a week. It could potentially suit someone working four mornings or afternoons a week but we are flexible in how the hours are managed. Whoever is appointed must be able to make their own arrangements for workspace and administration and be able to travel within the region (meetings are usually held in Bristol or Exeter).
